"It is at the discretion of the Queen and trusted advisers which items in the Royal Collection she chooses to loan out and to whom."
The source said that it was mainly Meghan Markle's behavior that's pushed the Queen to make this move. “Aspects of Meghan’s behavior, including before the Royal Wedding, caused resentment with forces within Buckingham Palace," said the source. “To be perfectly honest, the Queen herself was not impressed with some of Meghan’s demands, especially as a new member of the family."
Certain items of the royal jewelry caught widespread attention after they were worn and made famous by Princess Diana. The source mentioned that while she personally likes Meghan Markle, she believes that the hierarchy needs to be maintained. Because of this, it was reported that the pieces would be made available to Kate Middleton since she was the more senior member in the family. “She is showing that maintaining the correct order and precedence within the family is important," said the source. “Even if Meghan is the most popular woman in the world, she is of a lower rank than Kate.”

"There is anger that these claims circulating are simply not true," said one source. "They are rightly incensed."
There have been occasions where Meghan Markle has worn pieces of jewelry that were given by the monarch, such as earings and even the tiara that she wore for the royal wedding. "It is worth noting that the Queen lent Meghan a tiara for the wedding, gave her earrings for her first royal engagement, and had just agreed to partly fund her new household," said another royal insider.
The royal insider explained that the pieces of jewelry being referred to were pieces that are reserved for extremely special or major events. And since Meghan Markle had not attended many such functions, she hasn't had the opportunity to wear these. "The jewellery in question is only usually worn at extremely special functions or state occasions and there simply haven't been many of those since Meghan became a member of the Royal Family," said the source.
